Aldar and the Department of Municipalities and Transport (DMT) have launched a strategic public-private partnership to reshape Abu Dhabi’s urban landscape. This collaboration activates over 20 million square meters of land across five strategic locations, establishing a new global benchmark for purposeful, inclusive, and large-scale development.
Key Strategic Objectives
- Integrated Urban Living: Development of walkable, mixed-use communities featuring residential, retail, and educational hubs integrated with green public spaces.
- Housing Accessibility: A significant expansion of the Value Housing Programme, enhancing access to high-quality, affordable rental and sale options.
- Infrastructure Synergy: Leveraging DMT’s land stewardship and Aldar’s master-developer expertise to drive long-term economic growth.
- Island Activation: The first-time development of Al Mihsinah Island into a premier waterfront residential and wellness destination.

The partnership was inaugurated during the Abu Dhabi Infrastructure Summit (ADIS) 2026 in the presence of His Excellency Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure, His Excellency Mohammed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport – Abu Dhabi, and His Excellency Mohamed Khalifa Al Mubarak, Chairman of Aldar. The agreement was signed by His Excellency Abdulla Mohamed Al Blooshi, Director General of the Urban Planning and Permits Centre at the Department of Municipalities and Transport, and Talal Al Dhiyebi, Group Chief Executive Officer of Aldar.

Transforming the Urban Landscape
The partnership focuses on Muwaylih, Mussafah, Al Zahiya, and Al Faya, alongside previously committed projects in Mohamed Bin Zayed City and Baniyas. By delivering approximately 9,000 residential units to the rental market, the initiative directly addresses evolving demographic needs while ensuring seamless connectivity to Abu Dhabi’s transport networks.
This agreement transcends traditional real estate development; it is a direct execution of Abu Dhabi’s long-term vision for sustainability and liveability. By merging public-sector oversight with private-sector agility, Aldar and DMT are setting a replicable model for future-proofed, community-centric urban growth.
